Job Description:
Our rail infrastructure client is now looking for a contract Benefits Analyst/Project Manager to work out of their London based location and be reporting directly into their Head of Benefits Management. There will be an occasional need to go to Birmingham with this role.

**The client has stated that this role is “IN Scope” the new off pay-role worker legislation - Maximum day rate: £300 Umbrella.

The role is a 6 months contract role and would ideally suit someone from a Programme/Project Management or PMO background. You will be supporting the Programme Phase 1 team, working with Project Controls and Project Managers and working on reports to key stakeholders and the supply chain which will explain to them the benefits that this project will have for them. This is NOT an HR Benefits role!

Stakeholder management is key for this role and then reporting software being used is Excel although they are in the process of moving this to Woven, but full training will be given to the successful candidate.

1.JOB PURPOSE

Accountable for conducting the technical and analytical aspects of benefits realisation activities in the programme according to agreed benefits realisation best practice. This includes defining benefits, determining expected values, allocating measures, managing measurement reporting and supporting the development of capability.

2.REPORTING RELATIONSHIPS

Titles of all direct reports to the same line manager:

•Benefits Strategy & Capability Manager

•Benefits Analysts

3.ROLE OF DIRECTORATE/DEPARTMENT

To lead corporate sponsorship services for our client. To work with Dft to develop and manage changes to the Sponsor’s requirements; to manage & assure that our client is delivering its obligations in the Development Agreement (DA), framework document and realising the benefits set out in the business case.

4.ACCOUNTABILITIES

•Support implementation of benefits realisation in the projects and programmes including the measurement regime

•Organise and support benefit and dis-benefit identification and quantification activities and workshops

•Analyse and evaluate benefits and realisation progress with consistent forensic techniques producing standard, agreed outputs such as benefit profiles and prepare reports on the benefits management framework and register when required, working with benefit and measure owners

•Provide education and training sessions for programme staff with other members of the benefits realisation team.

•Ensure reasonable care of your own and others’ health and safety including those who may be affected in the day-to-day delivery of this role by taking personal responsibility for working to our clients S.A.F.E programme principles

•Co-operate in all matters relating to health and safety, including following safe working procedures at all times.                                                                                                                                    

5.REQUIRED CRITERIA

•Analysis of business activity

•Business process mapping

•Organising and facilitating workshops

•Good knowledge of project management

KNOWLEDGE

•Understanding of matrix organisations and programme delivery

•Knowledge of relevant interfaces for similar infrastructure projects

•Proven ability to engage with and manage stakeholders and Government on sensitive issues

TYPE OF EXPERIENCE

•Practical experience of benefits realisation in complex business change environments, especially the public sector such as identifying and realising benefits in a large programme

•Experience of identifying and measuring business benefits

•Solid experience of delivering benefits management and realisation plans across large complex government programmes

6.DECISION MAKING

•The Jobholder makes management decisions in accordance with the delegations within the governance process

7.KEY CONTACTS                             

•Key internal relationships include Programme and Project Directors and Internal Sponsors for the main delivery teams, technical and subject matter experts, Programme Management Office and Finance and Commercial Services teams.

•Key external relationships include senior stakeholders at the Department for Transport and Other Government Departments

8.COMPLEXITY

•The construction of this transportation programme involves managing multi-faceted stakeholders with differing and sometime conflicting opinions and requirements

•Scale of the project – largest infrastructure project in Europe

6 Months contract.
