Job Description:

A Business Analyst is required by our Central Government client for a 6-month contract based in Croydon.

 

**The client has stated that this role is “IN-SCOPE” for the Off-Payroll Worker legislation – Maximum day rate: £350 Umbrella**

 

This role will focus on setting the direction in the development of the underpinning evidence base to demonstrate the external benefits of HMLR’s purpose, its transformation agenda and key work programmes, including around the value of land registration to maintain currency in the way we value land registration within our corporate communications.

 

In this role you will:

  • Lead the development of the economic cases surrounding strategic policy options (triggers and levers in our business strategy) for achieving comprehensive registration
  • Set direction and provide analytical rigour to HMLR’s development of regulatory impact assessments and transformation business cases including for digital programme, open data, local land charges and fee restructuring. Initial duties will include bringing analytical and economic expertise to the following:
    • HMLR has a commitment to releasing its data under the government’s transparency agenda. Each of our open data business cases is subject to HMT approval as being ‘novel or contentious’.
    • Securing HMT and Ministerial approval for ongoing digital and local land charges programme businesses cases
    • The regulatory impact assessment on our developing fee restructuring proposals.
  • Provide expert analytical expertise to support the development of HMLR’s contribution to significant government policy agendas, including on geospatial and housing priorities.
  • Set direction for HMLR where analytical rigour is needed to ensure HMLR takes forward initiatives based on strong policy evidence, for example to ensure a robust impact assessment around HMLR’s consideration of the Law Commission’s 2018 review of our key governing legislation, the Land Registration Act 2002.
  • Communicate and work closely with stakeholders, both within HMLR and externally, to ensure widespread understanding of, and support for, our economic modelling and policy analysis.
  • Secure analytical support resource and providing professional guidance, and generally raising awareness of analytical disciplines within HMLR.

 

Essential experience:

  • Demonstrable business analysis experience within a central government department /environment.
  • A qualified economist
  • Central government department experience in policy/economics development
  • Proven experience in writing economic and/or strategic business cases, adopting the Five Case Model described in HMT’s Green Book
  • A self-starter who takes pride in doing a high-quality job and demonstrates drive and energy
  • Able to build relationships rapidly including at senior level
  • Able to work at pace
