Job Description:
Overall Objective

Our client is a Not for Profit, professional body organisation for people/members, who are dedicated to looking after public services finance. They are now in the market for a Head of Projects to join them in a permanent capacity and are looking to engage this person ASAP.

Reporting into the Chief of Staff, they now have a robust Business Plan and have identified a number of programmes and projects they want to fund in order to drive income growth, enable transformation and achieve further efficiencies.

This new Head of Projects position is pivotal to ensuring they deliver on their goals. Creating, owning and managing a cross-organisational programme plan of projects, resources and dependencies, and other activities;

-Driving best practice standards in project governance, methodology, measurement and tracking.

-Acting as the organisation’s senior adviser on project delivery and building understanding and skills in this area.

Key Tasks

-Create and own the organisation’s programme plan, managing the schedule of projects and ensuring sequencing and delivery.

-Generate standard templates, reports, policies and processes for project initiation, benefit measurement and other normal components of the project life cycle.

-Ensure lessons learned from projects are reflected in programme design.

-Develop and conduct deep dive activity or ‘healthchecks’ into projects that meet significant issues, and assist the business in finding corrective solutions

-Partner with senior managers and others to help commission projects and test for appropriate business value and rigour.

-Maintain operational oversight and management of the projects pipeline.

-Ensure projects and programmes deliver to time, cost, quality and benefit objectives.

-Introduce appropriate reporting approaches to assure key stakeholders of progress and status of the business plan.

-Support the senior manager peer group with delivery expertise.

-Build and manage a productive, empowered and motivated team.

-Set appropriate goals for improving project governance and management

-Own and manage the budget for programme management within the organisation.

Supervisory/Management Responsibilities

-Direct responsibility for one project manager and two business analysts.

-Provide mentorship and support for managers and staff in the organisation looking to acquire project skills.

Budget Responsibilities

-Team expenditure budget.

Person Specification

Education and Training

-Appropriate programme management qualification e.g. PgMP, MSP       

-Appropriate project management qualification e.g. PRINCE2, APM, PMP

-Agile certification – Desirable               

Experience

-Previous experience of developing a new projects/programmes function             

-Previous line management of project management and related personnel          

-Demonstrable track record of managing complex programmes of projects           

-Previous experiencing managing or overseeing Agile delivery    

-Experience operating at senior management level          

-Experience overseeing complex organisation-wide IT/digital projects     

-Experience working in public sector/third sector organisations – Desirable

Personal attributes

-Demonstrable strong leadership skills

-Well organised and able to work under pressure to deliver results to deadline

-Good communication skills: able to evangelise, persuade and instruct.

-Adaptable and flexible: knows when to adjust and react to change, and when to hold fast to existing plans.
