Portfolio Delivery Lead – DSTL

DSTL – Salisbury – In-scope IR35: £700 per day (Umbrella) – Security: SC – Security Check – 240-day contract.

A Portfolio Delivery Lead is required by the Defence Science and Technology Laboratory (DSTL) to work within the Operations PMO.

 

In this role you will:

  • Support the Head of Internal Portfolio in defining the overall Investment Strategy for the Portfolio in line with Dstl and wider operations strategy
  • Manage the Operations Division triage process which ensures all project based work is included in the portfolio and has the appropriate management and oversight.
  • Ensure that projects are prioritised in lines with defence, Dstl and operations priorities and that this prioritisation is used to in portfolio decision making and planning as appropriate.
  • Generate the appropriate management information and business insight on a routine basis to support the full range of governance functions. This includes monthly portfolio boards through to organisational level quarterly review and reporting
  • Monitor and control projects and initiate mitigating actions as appropriate by the division to address emerging risks and issues
  • Plan and control Portfolio finances as a means of driving performance and as part of the organisation’s overall financial management
  • Work with the Operations Division P3 capability team to maintain an overall schedule for resource use, which avoids bottlenecks and conflicting demands, and sequencing outcomes, to enable the efficient realisation of benefits. Ensure the constraints and risks associated with risks are incorporate into portfolio planning
  • Establish, and implement where necessary, protocols to change the scope of projects and/or programmes and/or portfolios, and updating configuration documents as required
  • Identify, define, evaluate, plan, track and realise the portfolio level benefits using this to support planning and balancing of the portfolio in line with organisational objectives.
  • Provide a single point of truth for all management information (cost, benefits, schedule and milestones etc..) associated with Internal Portfolio projects and ensure the integrity of this is divisional and organisational reporting
  • Maintain the Portfolio delivery risk register. Actively manage risk and ensure the appropriate escalation of these to Hd Portfolio and other stakeholder as appropriate
  • Manage the expansion of the portfolio scope to cover all Operations Division delivered projects. This will include ensuring that the right Management Information is available to support decision making, that this is being effectively used by the operations Division leadership team and that an understanding of the new scope of the portfolio and the associated changes are embedded effectively within Operations Division
  • Deliver the Investment Management Secretariat function including the monitoring and control of business case submission

 

Essential requirements:

  • Demonstrable portfolio level experience of leading and managing Portfolios and PMOs – ideally within a highly secure environment.
  • An energetic and resilient leader with the ability to bring together and motivate teams to deliver high quality outputs at pace
  • Experienced at stakeholder management and can work across Operations and Wider Dstl boundaries to ensure that the PMO functions and services are being used effectively and efficiently in the delivery of operations division objectives
  • A strong communicator able to communicate clearly through a range of different mediums. You will have a flare for creating engaging and challenging visual representations of data and analysis and use these to engage stakeholders and team members in discussion and decision making
  • A skilled analyst with the ability to structure and interrogate data to draw out high level insights in support of portfolio decision making
  • Skilled in portfolio level financial management and can utilise data and judgement to provide credible forecasts and financial reporting.
  • A decisive decision maker able to work with ambiguity using judgement and experience to fill gaps in data and analysis to support decision making
  • MoP Practitioner or equivalent
