Job Description:

Our digital technology client requires a portfolio/programme benefits manager to join them on a permanent basis. This role is predominantly remote with some office based working when required.


**Due to the nature of the role NPPV and SC level security clearances are required. Candidates must have been resident in the UK for the previous 5-years**



Our client delivers digital, data and technology expertise and commercial services to organisations within the UK policing environment.



They require an experienced benefits manager to take overall responsibility for developing and delivering the approach for identifying and planning for Business Benefits Realisation and efficiency savings across their project and programme portfolio.


In this role you will report into the PMO Lead and hold line management responsibility for a PMO benefits officer. You will work closely with the PMO Lead to develop and implement a benefits realisation strategy and plan. This will utilise best practice benefits management approaches and processes and work in a continuous improvement environment.


You will set up the programmes benefits according to the predefined framework and hand over to the Benefits Officer for tracking and reporting, supporting, and guiding when required. You will undertake assurance activities relating to benefits management across the programmes. You will undertake significant modelling/forecasting activities.


Key tasks include:

  • Line Manager to the PMO Benefits Officer. Ensuring appropriate tasking, support and guidance is provided.
  • Define, communicate and promote the Business Benefits Realisation process.
  • Create the benefits framework in line with MSP approach and actively manage and develop Benefit Profiles.
  • Monitor programme business cases, considering the original identified benefits, measuring them against actual benefits achieved by the newly installed capabilities.
  • Routinely report progress on benefits delivery vs business case to key stakeholders.
  • Identify and support individuals taking accountability for delivering benefits from the programme(s) and make sure benefits delivery measurement and reporting is timely and effective.
  • Support the Head of PMO on the development of the benefits realisation strategy and plan.
  • Research and support best practice for benefits realisation and continuous improvement and communicate delivery processes and lessons learned across the benefits community.
  • Take the lead for providing benefits realisation training and delivery assurance to members of change teams and PMs.


Essential skills and experience:

  • Demonstrable programme level benefits management experience working within a PMO environment.
  • Demonstrable experience working in a technology/digital enabled change environment.
  • Experience of assessing and reporting on impact of disbenefits which may accrue (e.g., delayed switching off systems due to transition delays).
  • Experience of developing and implementing management information using cost benefit analysis methods, benefit mapping and benefit profiling tools.
  • Knowledge and experience of benefits strategy and planning.
  • Experience of influencing, communicating, and engaging with both internal and external stakeholders at a Senior level.
  • Commercial acumen.
  • MSP practitioner certification.
  • Ability to hit the ground running.
  • The ability to challenge and influence when required, at the appropriate level.



  • Active NPPV and SC level security clearance – highly beneficial.
  • Experience in an MSP Benefits Manager role.
  • Experience in Policing and/or Government organisation governance.
  • Experience with Systems Thinking, six sigma or similar business improvement techniques.
  • Proven security domain knowledge in terms of the successful delivery and/or transition of internal service(s) to managed service providers and/or outsourcing environments.

Multistage interview process – an initial discussion-based interview / competency based, panel interview.


This role is a combination of office based and remote working – there is guidance in place for two days per week office based but this is flexible. This may vary depending on work requirements. There is an opportunity to work out of an alternative client office based near Wigan.
